Tool Use vs. Function Calling: A Practical Guide

API · EN · 2026-10-08

What tool use and function calling mean

Tool use lets an AI model request an action from your application, such as searching a database, checking an order, or running a calculation. Function calling is a common form of tool use: you describe callable functions and their input fields, and the model can return a structured request to invoke one. The model does not normally execute your code itself. Your application receives the request, validates it, runs the function, and sends the result back for the model to interpret.

The terms are related, but not perfectly interchangeable across providers. OpenAI APIs commonly describe tools and function calls; Anthropic's Claude API calls its feature tool use. Both approaches let a model select a tool and produce arguments, while your code remains responsible for execution and permissions.

How the interaction works

Tool use and function calling compared

Function calling's advantage is that it encourages structured arguments instead of asking the model to write free-form instructions for an action. This makes workflows easier to parse and test. Schemas also communicate expected inputs to the model. Its limitation is that a valid-looking call can still contain incorrect values or represent an unsafe action. Schema validation is not authorization, and the application must enforce both.

Broader tool-use systems' advantage is flexibility. A model can select among different operations, sometimes across multiple turns, and combine results to complete a task. This is useful for assistants that need search, retrieval, and business actions. The tradeoff is added orchestration: each tool needs clear behavior, failure handling, logging, and access controls. More tools can also make selection less reliable, so expose only the tools relevant to the task.

In practice, these are not competing standards so much as overlapping API patterns. Choose based on the provider, SDK, and workflow. Keep tool descriptions specific, return concise results, and avoid exposing secrets or unrestricted commands. For consequential actions such as purchases or account changes, require confirmation and re-check permissions at execution time.

Common implementation mistakes

Choosing an API for tool-driven applications

Tool workflows often involve several model calls, so per-request pricing and model choice can materially affect operating costs. 59API provides pay-as-you-go access to Claude Opus, Sonnet, Haiku, and Fable, as well as GPT models, through the base URL https://api.59api.com. It is compatible with Claude Code, Codex, and OpenAI SDKs, which can make it practical to test models within existing development setups. 59API describes its models as native, official-quality models rather than downgraded versions, and offers a referral rebate.

Compare the model's tool-selection quality, latency, and cost on your own tasks before committing. For a lower-cost way to experiment with tool calling across Claude and GPT models, consider signing up for 59API and trying a small workflow first.
